On-site IPA - Activities to be performed in IO

List of activities to be performed

For Learning & Development:

• Coordinates implementation and development of e-learning modules for implementation in SuccessFactors;
• Identifies areas for improvements to Learning & Management System (LMS) module in Success Factors to enhance end-user experience;
• Follows-up training plan implementation for the defined scope;
• Coordinates development of training programs in the LMS for key populations: newcomers, managers, specific functions;
• Organizes training sessions from the purchasing (PR/PO) to the evaluation of the training and payment of invoices;
• Finds adapted tailored user training solutions for the IO internal clients & writes specifications when necessary;
• Produces relevant quantitative and qualitative reporting and documentation;
• Develops and maintain good collaboration with training coordinators, the whole HRD and other stakeholders.

For Recruitment:

• Implements and ensures the recruitment process for assigned positions respecting rules and schedule, timeframe, accuracy of data and documents based on defined KPI;
• Communicates efficiently with selection board members about the recruitment process and provides qualitative synthetic information ensuring the transparency and the timely decision- making process (Pre-screening, shortlist proposal, final decision by chair, recruitment result, etc.);
• Updates regularly progress reports (ongoing recruitments, etc.);
• Supports the implementation of new programs such as for young graduates;
• Supports employer branding & DEI activities as necessary;
• Identifies areas for improvements to the Recruitment module in Success Factors to enhance end-user experience;
• Provides any back-up support to TM activities as necessary.

Specific requirements and conditions

Knowledge & Experience:

• Bachelor's degree or equivalent in Business administration or Human Resources;
• At least 5 years' experience in an HR function preferably in an international environment;
• Knowledge of Success Factors LMS and Recruiting modules or in similar ERP;
• Knowledge of SAP would be advantageous.

Support QMD teams in performing quality audits, and quality checks, including direct product inspections to check compliance with applicable Quality Requirements.

List of activities to be performed

• Facilitates quality audit activities (perform quality audits, ensure preparation of audit report and follow-up of audit findings). Provide support for audit findings reporting and statistics/ trends.
• Monitors procurement documentation for the correct application of specified requirements and proper implementation of quality procedures.
• Supports reviews of quality plans, non-conformance reports, inspection plans, final quality documentation, subcontractor documentation, and other quality-related documentation. Assists QMD teams in performing quality
  checks during qualification, manufacturing, and testing, on-site installation, and construction taking into account IO requirements, and French regulation requirements.
• Verifies that the item conforms to agreed requirements according to applicable codes, standards, and purchase arrangements.
• Verifies that supplier work activities are performed as per °ÄÃÅÁùºÏ²Ê¸ßÊÖ Organization (IO) requirements.
• Identifies potential non-conformance and initiates Non-Conformity (NC) as may be applicable.
• Provides support in Non-Conformance Report (NCR) treatment follow-up and monitoring of corrective and remedial actions (e.g. repairs work);
• Supports in the execution of quality-related activities as directed by the Head of the QMD Division.
• Performs onsite and offsite product quality inspections.
• The above activities include assessment, monitoring, reviewing, and reporting on activities listed in the Inspection Plan (Inspection and Test Plan (IP) or Manufacturing Inspection Plan (MIP)) and Intervention Points that have been marked up by °ÄÃÅÁùºÏ²Ê¸ßÊÖ Organization (IO)
• Any other activity related to the scope of the IPA Assignment

Specific training to perform the assignment

• Quality induction training
• Nuclear Safety induction training — INB order (Certification for performing PIA activities).

Specific requirements and conditions

• Master's degree or equivalent in electrical and I&C engineering or equivalent technical discipline.
• Comprehensive knowledge of quality standards (ISO 9001:2015, ISO 19443:2015, ASME NQA 1 etc.).
• Holding Qualification certificates (e.g. quality lead auditor certification as per international quality standard (ISO 19443: 2015; IRCA ISO 9001:2015 or equivalent), qualification according to ISO 9712 or equivalent for Non-Destructive Examination (NDE); or International Welding Engineer (IWE) Certification for welding; etc.) should be
  considered a strong advantage.
• Proven experience in the fabrication and installation supervision of large and complex systems for highly regulated industries (nuclear power plants or oil and gas sectors).
• Proven experience in testing and inspection (e.g. compliance check on electrical and I&C testing, Welding, Non-Destructive Testing, leak testing, pressure testing; painting/coating, handling operations; packing; etc.)
• IPA shall be conversant with European standards and American Society of Mechanical Engineers (ASME) codes as well as RCC1 as applicable with proven experience in applying them.
• Proven experience in quality audit activities.

Description

Purpose/Scope

The °ÄÃÅÁùºÏ²Ê¸ßÊÖ Vacuum Vessel Pressure Suppression System and Hydrogen Mitigation System Project (VHP) is currently developing the final design in preparation for a Final Design Review (FDR) in 2026.

• The IPA will support the VHP by developing the 3D design of piping systems and support structures using AVEVA E3D and associated applications under the supervision of the Responsible Officer.
• The IPA will support the VHP by proposing and developing layout schemes and solving clashes and other integration issues, as well as working with the piping and structural analysts to implement any necessary modifications to the design.
• The IPA will use the AVEVA applications to produce drawings, lists, bills of material, and other documents necessary for the production of Engineering Work Packages for the execution of manufacturing and installation activities.

• Proposes, modifies, and optimizes equipment, and piping layouts, and pipe supports using AVEVA E3D.
• Supports the development of the necessary component catalogues and descriptions, and collaborates with the AVEVA administration team.
• Produces piping isometrics, general arrangement, and support drawings, and all associated lists and bills of material, the use of associated AVEVA applications is required.

• the commissioning plans and procedures as well as the execution of in-field commissioning for ECPS components.

List of activities to be performed

• Supports the Ex-Vessel Coil Power Supply project on the production of the Engineering Work Packages documentation related to the installation and commissioning of ECPS components.
• Supports the engineering design, implementation, and test of the ECPS Real-Time Simulator platform.
• Participates in producing the commissioning plans and procedures for the on-site tests of ECPS components and integrated commissioning for the Ex-Vessel Coil Power Supply project.
• Takes part in the execution of the in-field commissioning, troubleshooting, and site acceptance test of the ECPS components
• Supports the on-site resolution of inter-system issues during commissioning with other interfacing systems, such as Cooling Water System and Control, Data Access and Communication (CODAC), which are required to operate the Ex-Vessel Coil Power Supply project.
• Implements the technical solutions to resolve in-field issues related to the commissioning of the Ex-Vessel Coil Power Supply project.
• Any other activity related to the overall IPA activities.

Specific training to perform the assignment

For the performance of the activities, the HI shall ensure that the IPA has received the required training or has valid certification as follows:

• Training: Electrical safety- high voltage and Low voltage training and certification
• Upon IO agreement, such training/certification may be delivered during the assignment at HI's cost. Mandatory safety trainings that are relevant to the °ÄÃÅÁùºÏ²Ê¸ßÊÖ Site are provided for free by the IO.

• Master or equivalent in Electrical and Electronic field or other relevant discipline.
• The required education degree may be substituted by extensive professional experience involving similar work responsibilities and/or additional training certificates in relevant domains.

To provide support for the following as an NDE (Non-Destructive Examination) expert:

• NDE definition, assessment, and monitoring.
• NDE training development and delivery.
• Support integration with DAs, contributing to the initiative for knowledge sharing and resource optimization in the field of NDE.
• Perform quality supervision activities, in particular in the field of NDE to support IO assessment of compliance to applicable requirements.

IPA will be asked more in general also to support QMD teams in performing quality checks, including direct product inspections to check compliance with applicable Quality Requirements.

Not exhaustive list of tasks is reported here below:

Provides central Quality Assurance support and management of quality-related risks and issues.

• Advises on quality-related issues including materials, design, manufacturing, and construction.
• Supports reviews of quality plans, procedures, Deviation Requests, non-conformance reports, Inspection and Test Plans (ITPs)/Manufacturing Inspection Plans-(MIPs), final quality documentation, subcontractor documentation, and other quality-related documentation.
• Identifies potential non-conformance and initiates Non-Conformity (NC) based on findings, supports Non-Conformance Report (NCR) treatment, follows up, and verifies corrective and remedial actions.
• Assists in the implementation of the quality training program for °ÄÃÅÁùºÏ²Ê¸ßÊÖ Organization (IO) and external personnel.
• Supports quality-related activities as directed by the Head of the QMD Division.
• Performs quality audits and evaluations of the main suppliers and contractors

Perform onsite and offsite product quality supervision and direct inspections like:

• Supports quality inspection/supervision on pre-fabrication activities in the workshop; Receiving inspections at IO site or off-site, storage conditions inspections as requested by stakeholders.

The above activities include assessment, monitoring, reviewing, and reporting on activities listed in the Inspection Plan (ITPs or MIPs) and in particular of intervention Points that have been marked up by IO.

IPA may be also requested to:

• Supports the promotion of quality culture and quality requirement propagation throughout the organization. 
• Creates and implements all necessary training material about NDE and quality requirements and activities throughout the °ÄÃÅÁùºÏ²Ê¸ßÊÖ Project;
• Develops, improves, and delivery of training sessions;
• Supports Project Knowledge Management and shares
  initiative/development, including actions to enforce integration with Domestic Agencies;
• Any other activity related to the tasks assigned to Quality Assurance.

Education/ Know-How:

• Master's degree or equivalent in mechanical engineering or equivalent technical discipline;
• Comprehensive knowledge of quality standards;
• Qualification certificates in the technical field like NDE and welding (e.g. qualification according to ISO 9712 or equivalent)
• NDE certification level 3 is desirable
• Proven experience in testing and inspection (e.g. compliance check on materials, welding, Non-Destructive Testing, leak testing, pressure testing; electrical testing; painting/coating, handling operations; packing; etc.)
• Proven experience in the fabrication and installation supervision of large and complex systems for nuclear plants or oil and gas sectors;
• Knowledge of the American Society of Mechanical Engineers (ASME) code and European Norm (EN) standards is desirable.

Technical experience:

• Experience in the implementation of quality systems in the nuclear industry should be considered a strong advantage;
• Experience in writing NDE and quality procedures;
• Experience in the application of Construction /Manufacturing Quality supervision.

Social skills:

• Effective writing and verbal communication skills are essential to facilitate dialogue with a wide variety of contributors and stakeholders;
• Negotiation and communication skills to adjust communication content and style are necessary when recommending alternatives or clarifying division positions on QA to contractors;
